TERMS OF REFERENCE
- Background
Adult Education Centre is implementing the project Implementation of the European Agenda for Adult Learning in North Macedonia whose main objective is to respond to the currently existing challenges in the Adult Education sector, such as low participation and low level of awareness on Adult Learning and Education and Lifelong Learning. It aims to contribute to acceleration of the ongoing processes for accomplishment of the national strategic goals in Adult Education, to strengthen overall coordination among all relevant actors and stakeholders in creation of synergies for joint action, all in compliance with the priorities of the European Agenda for Adult Learning.
One of the main outputs planned in the frames of the project, is the development of a new Adult Education Strategy – an assignment for which AEC is seeking for an EU-expert.
The assignment is a measure for support of the Adult Education Council of the Republic of North Macedonia, so that the EU-expert will work on the design of the Strategy in close coordination and exchange with this body throughout the whole assignment cycle.

- Expert profile and selection criteria:
Qualifications and skills:
- Master’s Degree or equivalent in an education and training related subject
- Excellent fluency in English language
General professional experience:
- At least 10 years professional experience in the Adult Education sector
- Knowledge of EU adult education policy
Specific professional experience:
- At least 5 years professional experience in strategic planning, development of strategic framework documents in Adult Education
- At least one assignment in the development of strategic documents in Adult Education

- Logistics
The task will be home based with:
- one mandatory field visit to Skopje,
- delivery of one mandatory one-day stakeholder workshop in Skopje
- delivery of a mandatory presentation at a half/day conference in Skopje
All meetings arrangements as well as facilities needed for the Skopje meetings and premises for the training will be provided by the Adult Education Centre.
All travel arrangements to Skopje and accommodation will be provided by the EU Consultant/Expert.
