TERMS OF REFERENCE
- Background
Adult Education Centre is implementing the project “Implementation of the European Agenda for Adult Learning in North Macedonia”, whose main objective is to respond to the currently existing challenges in the Adult Education sector, such as low participation and low level of awareness on Adult Learning and Education and Lifelong Learning. It aims to contribute to acceleration of the ongoing processes for accomplishment of the national strategic goals in Adult Education, to strengthen overall coordination among all relevant actors and stakeholders in creation of synergies for joint action and to contribute to labour market and human capital development through efficient implementation of innovative skills strategies, all in compliance with the priorities of the European Agenda for Adult Learning.
One of the main outputs of the project is promotion of Adult Learning and Education related topics which are in the focus on European level, through awareness raising in national context, such as innovative learning environments and skills strategies. Therefore, AEC is seeking for an expert from EU-Member states which will support the design of such promotional activities and facilitate their implementation.
Main subject of this assignment is preparation and facilitation of a one-day round table to be held in Skopje, North Macedonia. Overall goal of this gathering is to present good practice examples from EU-member states on functional and successful strategies for skills development through creation of innovative learning environments as well as to initiate and facilitate dialogue and exchange in relation to current state of play and challenges on national level and creation of synergies for joint action in creating conditions for innovative learning environments.
- Scope of services
In close cooperation with the national project team the consultant shall be responsible for:

- Expert profile and selection criteria:
Qualifications and skills:
- Master’s degree in human or social sciences (or a related field)
Excellent command of the English language (spoken and written)
General professional experience:
- At least 10 years professional experience in the Adult Education sector
Specific professional experience:
- Knowledge of EU policies and trends in adult education, lifelong learning and innovative learning environments
- Professional experience in the Western Balkans and understanding of the region’s systems, key stakeholders, and challenges in skills development is an asset

- Logistics
The task will be home based with:
- delivery of one mandatory one-day stakeholder workshop in Skopje
All travel arrangements to Skopje and accommodation will be provided by the EU Consultant/Expert.
